THE ROLE OF AUSTRALIA IN CHINA'S GRAND STRATEGY

Abstract

Since the end of the Second World War, the relations between Austria and China have been important for the economic development, security, and stability of the Asia-Pacific region. In line with the developments and changes seen during the Cold War period, Australia has adopted the policy of first two Chinas and then one China since the 1970s. Political and ideological conflict has been replaced by bilateral economic and commercial interests by way of the rising economic and trade relations between Australia and China. However, in the post-Cold War period, especially with its WTO membership, China has gained the ability to further increase its economic power and has become increasingly tougher in its foreign policy. Australia, which has begun to see China's military expansion in the South China Sea as a threat to its national security, has been eager to participate in the balancing policy and security pacts developed by the US, which has similar security concerns against China in the region. However, the fact that rising China is a serious locomotive in the economic development of Australia causes a long-standing "dualism" between China and the US in Australian foreign policy. Being aware of China's historical foreign policy approach and the "Grand Strategy", which is more visible with its increasing military and economic power in the new period, Australia has started to adopt security approaches. It is seen that Australia acts to develop economic relations with China and to strengthen its relations with the US in terms of security. In this context, this article provides an in-depth look at Australia's current diplomatic relations with China within the framework of China's Grand strategy and analyzes the factors that could set the tone of those relations. Thus, possible future scenarios between the two countries become clear.

ÇİN’İN GRAND STRATEJİSİNDE AVUSTRALYA’NIN YERİ

Abstract

İkinci Dünya Savaşı sonrasında Avustralya ile Çin arasındaki ilişkiler Asya-Pasifik bölgesinin hem ekonomik kalkınması hem güvenliği ve istikrarı için önem taşımıştır. Soğuk Savaş döneminde yaşanan gelişmeler ve görülen değişimler doğrultusunda Avustralya önce iki Çin ardından da 1970’lerden itibaren tek Çin politikasını benimsemiştir. Avustralya ile Çin arasında ekonomik ve ticari bağların gelişmeyle birlikte, siyasi ve ideolojik çatışmanın yerini ikili ekonomik ve ticari çıkarlar almıştır. Ancak Soğuk Savaş sonrası dönemde özellikle Çin’in ekonomik gücünü daha da artırma kabiliyeti kazandığı DTÖ üyeliğiyle dış politikasında giderek sertleşmiştir. Çin’in Güney Çin Denizi’ndeki askeri genişlemesi ulusal güvenliğine tehdit olarak görmeye başlayan Avustralya, benzer şekilde güvenlik kaygıları taşıyan ABD’nin bölgede Çin’e karşı geliştirdiği dengeleme politikasına ve güvenlik paktlarına katılmaya hevesli olmuştur. Ancak yükselen Çin’in Avustralya’daki ekonomik kalkınmasında ciddi bir lokomotif görevi üstlenmesi, Avustralya dış politikasında Çin ile ABD arasında uzun süredir devam eden bir “ikiciliğe” neden olmaktadır. Özellikle Çin’in tarihsel dış politika anlayışını ve yeni dönemde artan askeri ve ekonomik gücüyle daha görünür olan “Grand Strategy” farkında olan Avustralya, güvenlikçi yaklaşımlar benimsemeye başlamıştır. Çin ile ekonomik olarak ilişkileri geliştirmek ve güvenlik açısından ABD ile ilişkisini güçlendirmek şeklinde hareket etmektedir. Bu bağlamda bu makale, Çin’in Grand (Büyük) stratejisi çerçevesinde Avustralya'nın Çin ile mevcut diplomatik ilişkilerine derinlemesine bir bakış sunarak ilişkilerinin gidişatını belirleyebilecek faktörleri analiz etmektedir. Böylece iki ülke arasındaki gelecekteki olası senaryolar açıklığa kavuşmaktadır.

MAKALE DEĞERLENDİRME SÜRECİ

Yazar tarafından gönderilen bir makale, gönderim tarihinden itibaren 10 gün içinde dergi sekreteri tarafından makalenin, telif sözleşmesinin ve benzerlik raporunun (Turnitin programı) eksiksiz ve düzgün bir şekilde gönderilip gönderilmediği yönünden incelenir. İstenilen bu dosyalar eksiksiz ve düzgün bir şekilde gönderilmiş ise makale; ikinci aşamada derginin yayın çizgisine uygun olup olmadığı yönünden değerlendirilir. Bu süreçte makale yayın çizgisine uygun değilse yazara iade edilir. Makale yayın çizgisine uygun ise şablona uygun bir şekilde gönderilip gönderilmediği yönünden değerlendirilir. Şayet makale şablona uyarlanıp gönderilmemiş ise değerlendirme sürecine alınmaz. Bu süreçte yazarın derginin belirlediği şartlara uygun bir şekilde sisteme makale yüklemesi beklenir. Makale şablona uygun bir şekilde hazırlanıp gönderilmiş ise son aşamada makale derginin yayın ilkeleri, yazım kuralları, öz, abstract, extented abstract, kaynakça gösterimi vb. yönlerden incelenir. Bu ayrıntılarda makalede bir sorun varsa yazarın bu hususları tamamlaması istenir ve verilen süre içerisinde eksiksiz bir şekilde yeniden makaleyi göndermesi istenir.
Tüm bu aşamaları geçen makale, editör tarafından bilimsel yeterliliğinin denetlenmesi amacıyla ikinci 7 günlük süre içerisinde çalışmaya uygun iki hakeme değerlendirmeleri için gönderilir. Hakemlerin değerlendirme süreleri 15 gündür. Bu süre zarfında hakemlik görevini tamamlamayan bir hakem olursa ilgili hakeme değerlendirmeyi tamamlaması için 7 günlük ek süre verilebilir. Bu süre zarfında hakem görevini yerine getirmezse yerine yeni bir hakem ataması yapılır. En az iki hakemden gelen raporlar olumlu ise makale yayın aşamasına alınır. Hakem raporlarından birisi olumlu diğeri olumsuz ise makale üçüncü bir hakeme gönderilir. Üçüncü hakem raporu da olumsuz ise makale ret edilir. Üçüncü hakemin değerlendirmesi olumlu ise makaleyle ilgili hakem raporları dergi alan editörlerinden oluşan Editörler Kurulu tarafından incelenir. Makalenin yayınlanmasıyla ilgili nihai karar alan editörlerinden oluşan Editörler Kurulu tarafından verilir. Hakem raporlarının yetersiz ve tatmin etmekten uzak olması veya İngilizce editör tarafından abstract ve extented abstract’ın yetersiz görülmesi hallerinde de yine makaleyle ilgili son karar Editörler Kurulu tarafından verilir. Tüm bu aşamalardan geçen bir makale en yakın sayıya yayınlanmak üzere eklenir. İlgili sayıda yer kalmaması halinde makalenin yayımı bir sonraki sayıya kaydırılır. Bu durumda ve tüm değerlendirme sürecinde yazar isterse makalesini geri çekme hakkına sahiptir. Ancak bu durumu dergiye bildirmesi gerekir. Makale gönderim tarihinden makalenin yayına kabul tarihine kadar tüm bu işlemler için ortalama 3 aylık bir süre öngörülmektedir.
