İş Yapma Kolaylığı: Türkiye ve Avrupa Birliği Karşılaştırması

Abstract

İş yapma kolaylığı, bir ülkede şirket kurmaktan ruhsat alma işlemlerine, işletme faaliyetlerinden mülkiyet edinmeye, vergilendirmeden iflas ve tasfiyeye kadarki tüm iş ve işlemlere ilişkin süreçlerin niteliklerini ifade etmektedir. Mevcut ve potansiyel yatırımcılar açısından iş kurma kolaylığı; istihdam, katma değer, yenilikçilik, büyüme, kalkınma, patent vb. gibi bir ülke ekonomisi için önemli sonuçlar ortaya koyabilmektedir. Bu kapsamda önemli bir veri kaynağı olan İş Yapma Kolaylığı Endeksi (İYKE), ekonomik faaliyetin açık ve tutarlı kurallardan yararlanabilme ilkesine dayanmakta olup mülkiyet haklarını belirleyen, anlaşmazlıkların çözümünü kolaylaştıran, sözleşmelerde keyfilik ve kötüye kullanıma karşı koruma sağlayan kuralları merkeze almaktadır. Bu kurallar, verimlilik, şeffaflık, amaçlara ulaşma, fırsatlara erişilebilirlik, sağlıklı büyüme, gelişmeyi teşvik etme ve sürdürülebilir ekonomik istikrar için gereklidir. Kuralların gücü ve kapsayıcılığı, toplumların kalkınma stratejilerinin ve politikalarının uygulanması ve bu strateji için oluşan maliyetlere finansman sağlanması üzerinde önemli bir etkiye sahiptir. Bu çalışmanın amacı Dünya Bankası tarafından düzenli olarak yayımlanan İş Yapma Kolaylığı Endeksi (İYKE) verilerine göre 2019 ve 2020 yılları itibariyle Türkiye ve Avrupa Birliği üyesi ülkelerin belirlenen kriterlere göre karşılaştırılmasıdır. Çalışma sonucunda Türkiye’nin iş yapma kolaylığı endeksi kriterlerine göre sözleşme ve iflas süreçlerinde iyileştirmeler yapması, vergi oranlarını mevcut imkanlar dahilinde azaltması, ihracat işlem ve süreçlerinde kolaylaştırıcı önlemler alması, iyi skorlar elde ettiği kriterlerde ise güçlendirmeler yapması gerektiği tespit edilmiştir.

Ease of Doing Business: Comparison of Turkey And European Union

Abstract

Ease of doing business refers to the results of the evaluations of all business and transactions from establishing a company in a country to obtaining a license, from business purposes to obtaining goals, from taxation to bankruptcy and liquidation. Ease of starting a business in terms of current and potential considerations; Employment, added value, productivity, growth, development, patent etc. can have important consequences for the economy of a country such as the Ease of Doing Business Index (EODBI) which is an important data source of this situation, is based on the principle of benefiting from the open and surrounding rules of economic activity and is located in the center of the provisions of protection against which carry out their duties, facilitate the resolution of objects, ensure arbitrariness and use in contracts. The aim of this study is to compare according to the determined parameters of Turkey and European Union member countries as of 2019 and 2020 according to the Ease of Doing Business Index (EDBI) controls published regularly by the World Bank. As a result, it has been determined that according to Turkey's business index criteria, shortening the contract and bankruptcy processes, the return of tax rates in the content of current expectations, taking facilitating measures in export transactions and transactions, and working time are required in the criteria of obtaining good scores.
