Öz
Bu çalışmanın amacı, Birleşmiş Milletler Kalkınma Programı tarafından yıllık raporlar şeklinde yayınlanan İnsani Gelişme Endeksi’ni oluşturan bileşenlerin kısa ve uzun dönem dinamiklerini Türkiye ölçeğinde incelemektir. Amaç doğrultusunda 1981‐2013 örneklem dönemi için ekonometrik zaman serisi çözümlemesi yıllık veri sıklığı altında yaşam beklentisi, kişi başınaGSMH, ilköğretimde okullaşma oranı, ortaöğretimde okullaşma oranı ve yükseköğretimde okullaşma oranı değişkenleri kullanılarak ARDL Sınır Testi’yle gerçekleştirilmiştir. Uygun gecikme uzunluğunda kurulan model için serilerin uzun dönem dinamikleri En Küçük Kareler Yöntemi’yle; kısa dönem dinamikleri ise Hata Düzeltme Modeli’yle tahmin edilmiştir.Uzun dönemli parametrelere ait tahmin bulguları, kişi başına GSMH’da meydana gelen %1’lik bir değişimin, yaşam beklentisini %2.85 oranında; yükseköğretimde okullaşma oranındaki %1’lik bir değişimin ise yaşam beklentisini %0.18 oranında pozitif yönlü etkilediğini göstermektedir. İlköğretimde ve ortaöğretimde okullaşma oranlarına ait kısa ve uzun dönemliparametrelerden elde edilen bulgular birbiriyle örtüşmektedir. Söz konusu değişkenler hem kısa, hem de uzun dönemli süreç içerisinde yaşam beklentisi değişkenini açıklayamamıştır.Çözümlemeden elde edilen bulgular ışığında sonuç olarak, Türkiye’nin yüksek bir insani gelişmişlik düzeyine erişebilme hedefine ulaşabilmesi için mevcut eğitim ve ekonomi politikalarını gözden geçirerek gerekli iyileştirmeleri yapması gereklidir.
