Abstract
Kamu yönetimi alanında liderlik, sadece yönetsel başarıya değil aynı zamanda kamu yararının korunmasına ve etik değerlerin tesisine de hizmet eder. Bu makale, kamu yönetiminde liderliğin etik bağlamda ne şekilde yapılandığını, karar alma süreçlerine ve yönetişim kalitesine etkilerini incelemektedir. Liderlik ve etik arasındaki ilişki, teorik temellerin yanı sıra güncel uygulamalar üzerinden ele alınarak açıklanmıştır. Ayrıca makalede, etik liderlik konusunda bibliyometrik bir inceleme yapılmıştır. Web of Science üzerinden yapılan taramada 3647 çalışma analize dahil edilmiş ve R Studio ile sağlanan analizler sonucunda; çalışmaların 586'sı tek yazarlı olup, ortalama 3,06 atıf almışlardır. Uluslararası ortak yazarlık oranı %29,97 olarak bulunmuş ve belgelerin ortalama yaşı 5,43 yıl olup toplam 130.867 kaynağa atıfta bulunulmuştur. Yayınların yıllık dağılımı, 1987'den 2026'ya kadar artan bir eğilim göstermiştir ve en yüksek yayın 2025'te yapılmıştır. Makale başına ortalama atıf en yüksek 2003 yılında olmuştur. En çok yayın yapan yazar "Zhang, I.", en yaygın anahtar kelime ise "etik liderlik" olarak belirlenmiştir. Ayrıca analiz sonucunda "Journal of Business Ethics", "Frontiers in Psychology" ve "Sustainability" dergilerinin bu alandaki en iyi dergiler olduğu görülmüştür. Konu hakkında en fazla makaleye sahip ülke Amerika Birleşik Devletleri, ikinci sırada Çin ve üçüncü sırada Pakistan gelmiştir. Kurumlar arasında, özellikle Çin Renmin Üniversitesi ve Penn State Üniversitesi arasında güçlü ağlar ve ABD ve Çin'de bir araştırma kümelenmesi olduğunu ortaya koyulmuştur.

Abstract
Leadership in public administration serves not only administrative success but also the protection of the public interest and the establishment of ethical values. This article examines how leadership in public administration is structured within an ethical context and its impact on decision-making processes and the quality of governance. The relationship between leadership and ethics is explained through theoretical foundations and current practices. The article also conducts a bibliometric analysis on ethical leadership. A Web of Science search included 3,647 studies, and analysis using R Studio revealed that 586 of the studies were single-authored and received an average of 3.06 citations. The international co-authorship rate was 29.97%, the average age of the documents was 5.43 years, and a total of 130,867 sources were cited. The annual distribution of publications showed an increasing trend from 1987 to 2026, with the highest number of publications appearing in 2025. The average citation per article was highest in 2003. The author with the most publications was "Zhang, I.", and the most common keyword was "ethical leadership." The analysis also revealed that the Journal of Business Ethics, Frontiers in Psychology, and Sustainability were the top journals in this field. The United States had the most articles on the subject, followed by China and Pakistan. Strong networks existed between institutions, particularly between Renmin University of China and Penn State University, and a research cluster in the US and China.

This study is a bibliometric analysis based on the examination of scientific publications available in open-access databases (such as Scopus, Web of Science, and DergiPark). No data were collected from human participants; only publicly accessible publication data were used. Therefore, ethical committee approval is not required.
