THE FIRST STEP-TO WHERE?: FOREIGN VISITS OF LEADERS AFTER CHANGE IN POLITICAL POWER AND THE SEARCH FOR LEGITIMACY

Abstract

This study focuses on the foreign visits carried out by leaders during their first twelve months in office following a change of political power. The literature that reads leader travel as a foreign policy indicator has largely focused on established governments, overlooking moments when power changes hands in a fundamental way. This study examines which foreign policy priorities and search for legitimacy these first-year visits render visible, comparing the first twelve months of diplomatic travel by Muhammed Morsi, elected president of Egypt in 2012, and Ahmed al-Sharaa, who took over the government in Syria at the end of 2024. The analysis draws on an original data set compiled by the author and evaluates the visits along four indicators: geographic distribution, chronological sequencing, the frequency of repeat visits, and the nature of participation in multilateral meetings. During this period Morsi undertook nineteen foreign visits and al-Sharaa twenty-two, bringing the analysis to a total of forty-one leader visits. The findings show that Morsi, who inherited a functioning state apparatus and uninterrupted international memberships, followed a visit pattern that was geographically dispersed and low in repeat intensity, whereas al-Sharaa, who inherited a collapsed state apparatus and a contested international status, concentrated his visits almost entirely on the Middle East in the early months and displayed a markedly higher repeat frequency. Although both leaders chose Saudi Arabia as their first stop, their portfolios diverge sharply beyond this shared starting point. The study interprets this difference not as a causal relationship but as a pattern shaped by the weight of the institutional position inherited, and proposes that visit data can be considered an important analytical tool for the study of foreign policy in the aftermath of a change in political power.
