Abstract
Economic crisis which has been started in the middle of 2007 and in a short while turned into a global phase, caused a world economy to draw into a serious recession. Despite many economic measures have been taken to tackle with global economic crisis, the impact of the crisis continues because of the character and dimensions of this crisis differ from previous crises. Therefore 2008-2009 Crises, is compared to Great Depression, which is the biggest crisis that the capitalist system was subjected to, and too much emphasis is put on the necessity of an inclusive reform for capitalist system to overcome the crises. Global economic crisis has reawakened the discussions of government to take more roles in economic life and standarisation through social policies. In this framework the objective of this study is discussing whether there is an alternative way of the social market economy against global crises. The results of this study may be summarized as following: i) Global crisis, is important for revealing the lacks of liberal capitalism ii) Liberal capitalism may be reformed with social market economy iii) The countries to be adopted social policy economy are relatively less affected from the crises.

Abstract
Özet
2007 yılının ortalarında ABD finans piyasalarında yaşanmaya başlayan ve kısa sürede küresel bir hale dönüşen ekonomik kriz, dünya ekonomisinin ciddi bir durgunluğa girmesine yol açmıştır. Küresel ekonomik krizle mücadele etmek için birçok iktisadi tedbir alınmasına rağmen, krizin niteliği ve boyutları önceki krizlerden farklı olduğu için etkileri devam etmektedir. Bu nedenle 2008-2009 Krizi, negatif etkileri açısından kapitalist sistemin yaşadığı en büyük kriz olan Büyük Buhran ile karşılaştırılmakta ve küresel krizden çıkılabilmesi için kapitalist sistemin kapsamlı bir reforma tâbi tutulması gerektiği üzerinde durulmaktadır. Küresel ekonomik kriz, devletin iktisadi yaşamda sosyal politikalar aracılığıyla daha fazla rol alması ve sosyal politikalarda dönüşüm ve standartizasyon sağlanması gerektiği tartışmalarını yeniden gündeme getirmiştir. Bu çerçevede çalışmanın amacı, küresel krizlere karşı sosyal piyasa ekonomisinin alternatif bir çözüm yolu olup olmadığını tartışmaktır. Bu amaca ulaşmak için öncelikle kapitalizmin tarihsel süreç içerisinde oluşturduğu eşitsizliklerden hareketle sosyal piyasa ekonomisinin ortaya çıkışı ele alınacaktır. Sosyal piyasa ekonomisinin altın çağı olan Keynesyen dönem ile düşüşe geçtiği Petrol Krizi sonrası dönem ele alındıktan sonra ise, küresel ekonomik kriz üzerinde durulacak ve sosyal piyasa ekonomisinin çeşitli ülke uygulamalarından hareketle, liberal kapitalist sistemin nasıl bir sosyal piyasa reformuna tâbi tutulması gerektiği değerlendirilecektir. Çalışmanın sonuçları şu şekilde ifade edilebilir: i) Küresel kriz, liberal kapitalizmin eksiklerini ortaya koyması açısından önemlidir. ii) Liberal kapitalizm, sosyal piyasa ekonomisi ile reforme edilebilir. iii) Sosyal piyasa ekonomisini benimseyen ülkeler görece krizden daha az etkilenmişlerdir.
