Türkiye’de E-Devlet Pratiğinin Atipik Bir Örneği: Tek Adımda Hizmet Birimleri

Today, the public sector in Turkey, as well as those all around the world, is going through a process of change and transformation. This process of change/transformation, which is developing in parallel with the incredible developments in communication and transportation technologies, made it impossible to sustain the old traditional state approach. This transformation, which has changed the time and zone limits and perceptions fundamentally, has been forcing the contemporary states to use modern communication and management systems in line with the e-state approaches while they are supplying public services. As a result, the unwieldy bureaucratic process and procedures have been replaced by new, rapid, reliable and transparent business processes. In this study first, development of e-state applications in Turkey will be discussed, and then “the Service at One Step Units”, which are an extraordinary example of e-state applications, will be examined.

ÖZET

Günümüzde bütün dünyada olduğu gibi ülkemizde de kamu sektörü büyük bir değişim ve dönüşüm yaşamaktadır. İletişim ve ulaşım teknolojilerindeki akıl almaz gelişmelere paralel yaşanan bu değişim/dönüşüm, geçmişin klasik devlet anlayışı ile hareket etmeyi imkânsız hale getirmiştir. Zaman-mekân sınırlamalarını ve algılamalarını kökten değiştiren bu değişimin zorlamasıyla çağdaş dünyada devletler, e-devlet anlayışı doğrultusunda, çağdaş iletişim ve yönetim sistemlerini kamusal hizmetlerin sunumunda kullanmakta ve bu sayede hantal bürokratik işlem ve süreçler, yerini yeni, hızlı, güvenilir ve şeffaf işleyen iş süreçlerine bırakmaktadır. Bu çalışmada e-devlet pratiğinin Türkiye’deki gelişimi ele alındıktan sonra, e-devlet uygulamalarının sıra dışı bir örneği olan “Tek Adımda Hizmet Birimleri” ele alınmaktadır.
