Geçiş Ülkelerinde Tarımın Yoksulluk Üzerindeki Etkisi: Panel ARDL Modeli

Öz

Yoksullukla mücadele tüm ülkeler için özellikle de gelişmekte olan ülkeler için üzerinde önemle durulması gereken bir konu olarak ön plana çıkmaktadır. Yoksulların çoğunluğu kırsal kesimde yaşadığından onların yaşamı tarıma bağımlıdır. Bilindiği gibi ekonomik gelişme sürecinde tarım sektörü önemli roller üstlenmektedir. Dolayısıyla söz konusu ülkelerde yoksulluğu azaltmanın en kalıcı yollarından birinin tarımsal kalkınma olduğu kanaatine varılabilir.
Bu çalışmanın amacı, tarım sektörünün yoksulluğun azaltılmasında etkili olup olmadığını incelemektir. Bu amaç doğrultusunda seçilmiş geçiş sürecindeki ülkelerin (Belarus, Estonya, Kazakistan, Kırgızistan, Letonya, Rusya) 2006-2015 dönemine ait yıllık verileri ampirik uygulamada kullanılmıştır. İlk önce serilerin durağanlığı panel birim kök testi yardımıyla incelenmiştir. Daha sonra Panel ARDL modeli aracılığıyla ele alınan değişkenler arasındaki bağlantı ortaya konulmaya çalışılmıştır. Ampirik uygulama sonucu elde edilen bulgular ışığında değerlendirmeler yapılarak öneriler sunulmuştur.
