Çocuk ve Çocukluk Kavramları Üzerinden Çocuk Haklarını Tartışmak: Nesneden Özneye

Öz

Bu çalışmanın kapsamını, çocuk haklarının tarihsel gelişimi ile çocukluk anlayışının çocuk ve çocukluk deneyimleri ve toplumların çocukluğa yönelik beklentileri üzerindeki etkisi oluşturmaktadır. Bu çalışmanın amacı, çocuk ve çocukluk kavramları üzerinden çocuk haklarının gelişimini araştırmaktır. Bu kapsamda, çocukluğa ilişkin literatürde gözlemlenen kavramsal karmaşıklığın açıklığa kavuşturulması da amaçlanmaktadır. Ayrıca, modern çocukluk anlayışının gelişmesi veya çocuk haklarına ilişkin ilginin yükselmesi ile aynı dönemde bulunan çocuk hakları ihlalleri arasındaki dilemmanın açıklanması hedeflenmektedir. Bu çalışmanın yöntemi, betimsel yaklaşım çerçevesinde yürütülen kavramsal araştırma ve belge taramasıdır. Bu çalışmanın bulgularından biri, çocukluk kavramının doğası gereği çeşitli çocukluk anlayışlarını içerdiği ve bu durumun kavramsal karmaşıklığa katkıda bulunduğudur. Diğer taraftan, sanayileşme ile artan çocuk işçiliği ve modern çocukluk anlayışı arasındaki çelişki, geçmişte çocukların toplumdaki konumu ve haklara ilişkin eksiklikler ile ekonomik gerekçelerin önceliklendirilmesinden kaynaklanmaktadır. Son olarak, çocuk haklarına ilişkin artan farkındalık ile çocuk hakları ihlalleri arasındaki çelişkinin temelini ise neoliberalizmin salt ekonomik yaklaşımı oluşturmaktadır. Sonuç olarak, değişiklik gösteren çocukluk anlayışı iken, çocuk ve çocukluğun evrensel olduğu söylenebilir. Ayrıca sorun temelde ekonomik değil, insan ve dolayısıyla çocuk haklarının sağlanması ile ilgilidir. Uygulanacak sosyal politikaların, mevcut durumda çocukların varlığı ve refahı ile fırsat eşitliğini önceleyen hakları içerek bir yapıda kurgulanması gerekmektedir.

Discussing Child Rights Through the Concepts of Child and Childhood: From Object to Subject

Öz

The scope of this study is to examine the historical development of children's rights and how the conception of childhood has influenced children's experiences, societal expectations, and childhood itself. The aim of this study is to explore the evolution of children's rights in the context of the conceptualization of the child and childhood. Additionally, this study seeks to clarify the conceptual complexity present in the literature on childhood. Furthermore, it aims to shed light on the paradox between the advancement of modern conceptions of childhood, the increasing interest in children's rights, and the simultaneous violations of these rights during the same period. The methodology employed in this study is conceptual research and document analysis within a descriptive framework. One of the key findings is that the concept of childhood inherently includes various conceptions of childhood, contributing to its conceptual complexity. Additionally, the paradox between child labour, which escalated alongside industrialization, and the modern conception of childhood can be attributed to the prioritization of economic considerations and the status and the lack of recognition of children's rights within society in earlier periods. Finally, the paradox between the growing awareness of children's rights and the continued violations of these rights can be largely explained by the economic perspective inherent to neoliberalism. It can thus be concluded that, despite the variation in the conception of childhood, both the child and childhood itself are universal. This issue is not solely economic; rather, it concerns the broader realization of human rights, including children's rights. It is recommended that social policies be designed with a structure that includes rights that prioritise the existence and welfare of children as well as equality of opportunity.
