Evolution of the Industrial Development Policies in the Single-Party Period: An Analysis from Political Economy Perspective

Abstract

As a crucial requirement of economic development, industrialization target was identified as a priority policy for Turkey from the beginning and it has hold its important position until today. However, despite different development strategies applied and great efforts spent, the progress achieved has been limited; an industrialization success with a dynamic that can be considered a leader in technology and innovation, holding world brands, with a production structure that has high added value and international competitiveness could not have been achieved. In this study, it is analyzed with a political economy perspective that why the industrial development policies couldn’t achieve a reasonable success in the single-party period which is the first stage of this adventure. It is concluded that, one of the main reasons for this situation is damaging the competition environment with utilization of public sources and public power (widely) in a privileged way by the people close to political power. This mutually beneficial 'solidarity' tradition that continued between some businessmen and politicians in Turkey’s economic life and undermines fair competition environment is considered as one of the biggest obstacles for Turkey's industrial and economic development.
