Geleceğin Meslekleri ve Becerileri: Türkiye’de Ekonomik Kalkınma İçin Bir Fırsat Penceresi

Öz

Yakın bir gelecekte teknolojik gelişme ve değişen ihtiyaçlar nedeniyle bazı yeni mesleklerin ortaya çıkması ve bazı mesleklerin de yok olması beklenmektedir. Bu beklentinin oluşmasının arkasında üç küresel megatrend öne çıkmaktadır. Birincisi, teknolojik ilerleme ve dijitalleşme sonucunda internet, bulut teknolojisi, veri analitik ve yapay zekâ gibi teknolojilerin kullanımının artmasıdır. İkincisi, demografik dönüşüm neticesinde nüfusun yaşlanması, artan sağlık sorunları ve sağlık sektöründe gelişen teknolojilerin etkisiyle sağlık hizmetlerindeki değişmelerdir. Üçüncüsü ise küresel ısınma ve iklim değişikliği sorunlarının üstesinden gelebilmek için çevre ve sürdürülebilirlik konusunda ortaya çıkan gelişmelerdir. Gelecekte ihtiyaç duyulan mesleklerin ve becerilerin bu gelişmelere uyum sağlamak için değişmesi beklenmektedir. Bu çalışma geleceğin meslekleri ve becerilerinin demografik fırsat penceresi açık olan Türkiye’nin ekonomik kalkınma sürecinde önemini ele almaktadır. Demografik fırsat penceresi, bir ülkenin nüfus yapısındaki değişimlerin ekonomik kalkınma potansiyeline etkisini ifade eder. Genç ve dinamik nüfusuyla Türkiye’nin demografik fırsat penceresinin 2040’lı yılların başına kadar açık olması beklenmektedir. Demografik fırsat penceresi ekonomik kalkınmayı olumlu etkilese de bu etki kendiliğinden ortaya çıkmamaktadır. Politika yapıcıların ve yöneticilerin doğru politikalarla ve yönlendirmelerle beşeri sermayenin niteliğini artırması ve işgücü piyasasına kazandırması gerekmektedir. Bu nedenle ülkeler, demografik fırsat penceresinden tam olarak faydalanmak için, ekonomik politikalarını ve yatırımlarını bu faktörlere odaklandırmalıdır. Bu anlamda geleceğin meslekleri ve becerileri konusunda küresel megatrendler iyi anlaşılmalı, doğru yönlendirme ve stratejilerle ekonomik kalkınma için bir beşerî sermaye birikimine dönüştürülmelidir.

Jobs and Skills of the Future: A Window of Opportunity for Economic Development in Türkiye

Öz

It is expected that some new jobs will emerge and some jobs will disappear due to technological development and changing needs in the near future. Three global megatrends stand out behind this expectation. The first is the increase in the use of technologies such as the internet, cloud technology, data analytics and artificial intelligence as a result of technological progress and digitalization. The second is the aging of the population as a result of demographic transformation, increasing health problems and the changes in health services with the effect of developing technologies in the health sector. The third is the developments in the environment and sustainability to overcome the problems of global warming and climate change. It is expected that the jobs and skills needed in the future will change to adapt to these developments. This study deals with the importance of future professions and skills in the economic development process of Türkiye, whose demographic window of opportunity is open. The demographic window of opportunity refers to the impact of changes in a country's population structure on its economic development potential. With its young and dynamic population, Türkiye 's demographic window of opportunity is expected to be open until the early 2040s. Although the demographic window of opportunity has a positive effect on economic development, this effect does not occur spontaneously. Policymakers and managers need to increase the quality of human capital and bring it into the labor market with the right policies and guidance. Therefore, countries should focus their economic policies and investments on these factors to take full advantage of the demographic window of opportunity. In this sense, global megatrends on the professions and skills of the future should be well understood and transformed into human capital accumulation for economic development with the right guidance and strategies.
