Öz

Hükümet
etkinliği, karar alma sürecinde önemli bir faktördür ve ülkeleri ekonomik,
sosyal, kültürel, siyasi vb. birçok alanda etkileyebilmektedir. Hükümet
etkinliğinin iyi olduğu bir ülkede, karar alma süreci daha objektif ve hızlı
bir şekilde işleyebilecek ve ülkenin gelişmişliği ile refahı üzerinde rol
oynayabilecektir. Karar alma sürecinin yasal ve etkin şekilde işlemesi, hukuk
sisteminin gelişmiş düzeyde olması, hukukun üstünlüğü gibi birçok faktör
ekonomik büyüme dinamikleri açısından ülkelerin refah düzeyi doğrudan
etkilemektedir. Bu çalışmada, Emirmahmutoğlu ve Köse (2011) nedensellik
testinden yararlanılarak 29 geçiş ekonomisinde 2007-2017 döneminde hükümet
etkinliği, hukukun üstünlüğü ile ekonomik refah arasındaki ilişki
araştırılmıştır. Çalışma sonucunda, hükümet etkinliği ve hukukun üstünlüğü ile
ekonomik refah arasında çift yönlü nedensellik ilişkisi tespit edilmiştir.
