Investigating the Innovation Performances of NUTS-1 Statistical Regions in Turkey: A Malmquist Index Application

Abstract

Innovation plays an important role in ensuring the sustainable growth of countries. Innovation systems developed within the framework of evolutionary approach are considered as national and regional innovation systems. Performance and effectiveness analyses of national and regional innovation systems are of great importance. Especially in developing countries, measuring innovation performance is of particular importance in the success of technological learning and catch up processes. In this study, it is aimed to measure the innovation performance of NUTS-1 regions in Turkey. For this purpose, the innovation performance of 12 statistical regions in Turkey for the period 2013-2019 is measured by Malmquist Index Method. R&D expenditures and personnel as innovation inputs in the regions, patent applications and high-tech product exports as output variables are discussed. According to the findings, it is seen that the average annual factor efficiency in the period 2013-2019 was above 1 and there was a general performance decrease in 2019. During this period, the Aegean region stands out in terms of average annual factor efficiency.
